Building Department
The Building Department issues building permits and is responsible for inspecting all commercial and residential construction within the city limits. Our purpose is not only to safeguard life, health, and property and to promote public welfare but also to make Pelham a better place to reside and to locate your business. This is accomplished through dialogue and enforcement when necessary.
All contractors must apply for permits through the City of Pelham's Citizen Access Portal. This software system enables our staff to be more efficient, accessible, and responsive to citizens' needs. Digital applications of all types, including building permits, can be submitted through the portal, eliminating the need to submit paper applications and plan sets.
First, you must create your user account. During this process, you will be given the opportunity to choose a username and password that is unique to you. When setting up your account, you must designate a single email address to receive email notifications about application status updates, invoices, and process information. An email will be immediately sent to you for the purpose of confirming the email address you entered. You will need to click the “confirm email” link in this setup email. Then, you can log into the portal at any time in the future using your chosen username and password.

Read the revised City of Pelham Schedule of Fees (PDF). A Permit fee is based on the square footage of the home improvement. The builder is required to pay a sewer impact fee at the time the permit is purchased if the project is going on the sewer system.
Online payments are accepted in the City of Pelham's Citizen Access Portal, and we are still taking payments in person. There is a 3.5% convenience fee or $3.00 charged by the card company if a debit or credit card is used. Money orders, cashier's checks, checks, and cash are accepted.
The City of Pelham’s Building Department conducts inspections Monday - Friday between the hours of 6:30 a.m. - 10:30 a.m. and 12:00 p.m. - 3:30 p.m. The inspector will call you at the number provided if there are any concerns or deficiencies.
